We live in an apartment building, and each floor has fire doors with explicit instructions written in English to keep the doors closed - yet many are propped open.  The other set of fire doors on our floor, with the same instructions, are dutifully closed, and even chain locked... Fortunately, the building is made out of concrete, so very little could burn if indeed there was a fire.
